Dr. Fethi Chebil

Aviation Expert

Dr. Fethi Chebil holds a PhD in Industrial Engineering and Mathematics from the Polytechnique Engineering of the University of Montreal. He has over 25 years of experience in Airport Privatization projects: partnership and financial structure, shareholding, design, construction, operation and management. Since 2007, Dr. Chebil holds the office of Vice President, Airports within SNC-Lavalin and from 2012, as ICAO Expert, he advised Civil Aviation Authorities in MENA, CIS and Mongolia on implementing privatization, economics regulations and major airport projects. Dr. Chebil was in charge of 2bUS$ design and build projects mainly in North America, Europe and MENA.

He acted in different capacities on behalf of operators, investors and/or guarantors for the following Airport Privatization projects:

  • San Juan Airport – winner of 2013 North American Transport Deal of the year (Project Finance Magazine).
  • Madinah Airport – winner of 2012 Middle East and Africa Infrastructure Deal of the Year (PFI Awards) and IFC Emerging Partnerships Bronze award.
  • Queen Alia International Airport. Named one of the world's top 40 Public–private partnership PPP projects.
  • Taif Airport – Announced as a key transaction for the Saudi 2030 Vision.
  • Ras Al Khaima Airport – Prioritized project under the UAE Aviation Strategic plan.
  • Malta Airport.
  • Vatry, Tarbes, Saint-Martin, Mayotte, Rouen, Tarbes Lourdes, Toulouse Francazal, Tours Val de Loire.

Dr. Chebil was also involved in the definition of major government programs such as the new governance framework for major projects in Canada, UK, and USA.
