Capt. Aysha Alhameli

Permanent Representative of the United Arab Emirates Council

Capt. Aysha AlHameli has been the UAE’s Representative to the Council of ICAO for almost a decade. Currently, she is one of the most senior visionary long-serving Representatives with in-depth knowledge and great wealth of experience in international civil aviation, cooperate governance and ICAO Council Rules of Procedures and practices. Amongst her achievements she has been First Vice- President; Chair of the Implementation and Strategy Planning Group; Chair of the Human Resources Committee; and, Chair of the politically sensitive Global Market Based Measures environment group. Furthermore, she has worked behind the scenes to initiate many other of the Organization's policies such as strategic planning and performance management, to improve governance and efficiency of the Organization. She was one of the founders and contributors to the ICAO flagship “No Country Left Behind” initiative. At present, Cap. Aysha is a candidate for the post of the President of the ICAO Council for the upcoming election in 2019.

  • Worked to review the ICAO service code, appointments of senior staff in ICAO, succession planning, and advocated for geographical and gender representation in ICAO;
  • Entrusted by ICAO Council Members with a number of leading roles and chairing different ICAO Council Offsite strategy Groups to build productive relationship and high-level cooperation with ICAO Member States and develop strategies on the ICAO’s future work in the aviation sector in light of the technological advancements and regulatory challenges;
  • Worked extensively to form a bridge between ICAO and the greater civil aviation community: she has been a strong advocate for the ICAO Next Generation of Aviation Professionals program and supported the round-the-world “Dreams Soar” flight to promote aviation and STEM (science, technology, engineering and mathematics) among school children.
